Five agencies, five rulebooks
The platform models five HTA agencies, each with its own willingness-to-pay threshold, currency, required scenarios, and cycle calendar. An EU Joint Clinical Assessment (JCA) layer harmonises scoping across member states.

Three viewer roles
- Analyst — day-to-day contributor: uploads documents, reviews proposals, builds models.
- Executive — portfolio / country-GM view: portfolio risk, sequencing, scenarios.
- Operator — Screver platform admin: tenant and launch management, the setup pipeline, billing.

A portfolio at different lifecycle stages, used throughout the product as the worked example:
- Velora (denzumab, T1D Stage 2/3, PBAC) — active headline launch, the fully-worked example.
- Sevora (resvumab, RSV paediatric, PBAC) — active, earlier stage.

Information architecture
- Sidebar — workspace pill, the Wizard hero (⌘K), the current launch (Overview, Documents, Review queue, Evidence base, the Tools and Strategy groups, Export, Audit log), the library, and a user dock.
- Two-level navigation — launch-scoped screens, and tool-scoped workspaces (each tool has a six-tab strip: Sources · Review · Evidence · Build · Export · Audit).
- Phase-locking — synthesis tools dim (but stay clickable) until Evidence has enough signed parameters; strategy tools dim until a synthesis run is saved. It guides; it does not block.
- Two status bars — a launch-level progress spine and a tool-level one.
Commercial model
Sold per launch (one product by country/region). A fixed 18-week setup phase provisions the tenant, audits and normalises source documents, tunes the extraction pipeline per agency, trains the named reviewers, and runs go-live QA; after that the launch runs under an annual subscription. Delivered as SaaS (the team logs in) or as a service (Screver runs it and hands back a structured, audit-traced evidence base, completed economic models, and a submission-ready dossier).
